Steve has over 30 years of experience as an environmental professional, with a focus on regulatory compliance and permitting for both private and public-sector-sponsored transportation and infrastructure projects. He has expertise in federal regulations such as the Endangered Species Act (ESA), preparing biological assessments for ESA Section 7 consultation; and the National Environmental Policy Act (NEPA), managing the natural resource sections of environmental assessments and environmental impact statements. He also prepares documentation for compliance with the State Environmental Policy Act (SEPA) and local critical areas regulations, and delivers local, state, and federal environmental permitting for public works projects such as transit improvements and culvert replacements. Steve has managed and conducted stream and habitat assessments, stream mitigation monitoring, fish exclusion and salvage, wetland delineations, and culvert assessments, authoring the supporting documentation for these efforts. He also has developed habitat management plans, wetland mitigation plans, and culvert monitoring plans, and contributed to preliminary hydraulic design for fish passage projects.
